Yes, Samuel R. Delaney said as much himself, in a famous essay he wrote for the NY Times (I believe) as far back as the sixties. That as long as the black participants, in any area of endeavor, remained below a certain percentage, white people pay it no mind, but when we (specifically black people) start to show marked progress anywhere in the entertainment industry, books, (sci-fi and fantasy) movies, (same genres and horror), tv shows (superheroes), comic books, and music, (Country) white people get a strong urge to protest and/or impede that progress, because they start to see that as something that’s being taken away from them.

These are the kind of people who don’t just want 80 or 90% of a pie. They want the whole pie, and see any sharing of it, as leading to starvation for themselves.
