Yeah, that's one of my solutions too! The police would simply be forbidden from stopping people just because of suspicion because the idea that black people are automatically criminals is a huge problem, and they'd no longer be allowed to make traffic stops for victimless crimes like expired license plates and tags and stuff like that. Just take a photo, or take down the information and send a bill or something. Something they can only do if they see you on the road.
