Yeah, I've observed that people (bullies) aren't envisioning a fair fight! What they're imagining is being able to do violence against those they don't like with impunity. They're picturing a massacre against the unarmed. They don't actually envision any of the violence impacting them or their families and it certainly doesn't occur to them that not only might their victims fight back, but may actually be willing to commit atrocities themselves, in order to save their own lives and the lives of their families.

They still harbor this idea that "lesser people" will only fight "fairly", as if there were rules. Because they haven't studied history, it doesn't occur to them that we have, that we're not as stupid as they like to believe we are, and we're not going to have any more Tulsa Massacres. It also doesn't occur to them that many white people would join us and take our side (if a Civil War is actually what they were aiming for, and their most recent boogeyman, Antifa, still exists and are always ready for violence.)
