When I think of the kinds of people you're talking about I think of those people who, if they see someone about to jump to their death, will yell for the person to do it. They're the kind of people who swerve to hit an animal in the road. The kind of people who won't do it themselves but will laugh while someone else tortures an animal.

They are always the bully's hangers-on. They're not big tome evil. They're lower-case, generic evil. If kindness is a choice, so is being deplorable.
