We are even beginning to see some of this above the "snow line" in the US, at least during the Summer. For the first time in my life I saw these tiny little tent communities (who have since been moved) on a primary street in my home town. We don't usually get a lot of homeless up north, because it gets too cold to live outdoors for at least half the year (Ohio exists along the same parallel as England.) The homeless tend to congregate in states with more temperate environments.
