True! It's about their feelings rather than yours. They're not advocating for your emotional and mental health! That other person has not changed. They're still toxic for you. You're being asked to keep putting yourself in situations that will be actively harmful/detrimental to your health! You do not have to comply in your own oppression, which is exactly what people like that are asking you to do. When that person stops being less toxic then the no contact stance "might" be reconsidered.
