This is what happened in New York when the draft for the Civil War was announced there. Black people only had peripheral attachment to the decision to draft New Yorkers into that war but white people went on a week long rampage of violence against black people. They lynched men and women and even brutally murdered children during their madness.

I'm always wary about white men calling for violence to happen for any reason. I know what they really often mean is they'd like to massacre black people (and any other groups of people they "perceive" as a threat.)
