This is spot on!
In fact, once Republicans figured out they could use WWC hatred of Black people to destroy any program they don’t like, or simply don’t want to fund, they used this tactic over, and over, and over. All they had to do was associate any program that’s created, to the well being of Black people, and since Black = bad, white people would take the next step of voting against programs originally designed to benefit white people.
I saw this quote on Interzone a few years ago, and have never forgotten it:

“The salient fact of American politics is that there are fifty to seventy million voters each of whom will volunteer to live, with his family, in a cardboard box under an overpass, and cook sparrows on an old curtain rod, if someone would only guarantee that the black, gay, Hispanic, liberal, whatever, in the next box over doesn’t even have a curtain rod, or a sparrow to put on it.”
