They chose "pain" because they thought the pain would only be inflicted on "those who deserve it". In other words, not themselves. It's the reason that the "leopards eating faces" meme has become so incredibly popular. The people who cast their votes this way hoped to only have pain inflicted on the groups of people they've been told their whole lives to hate.
