The Venn Diagram of both of those groups is pretty entangled though. Even if someone isn't a card carrying , dyed in the wool racist, racism doesn't seem to be a deal breaker for them. They are willing to simply stand by, hear and/or watch the abuse and bullying of others, and do and say nothing.

For me, apathy is still a mark of character, because "the standard you walk past, is the standard you will allow", and even if they are not racists, they are willing to get in bed with them.
