The original meaning of the term was reserved for white women who tried to flex on people of color as a power move, without understanding that we are under no obligation to even recognize that they have any power at all. There is a contingent of white women who are otherwise powerless in their everyday lives who attempt to show power over poc and when we don't cooperate with what they want they have an emotional meltdown.

Now the term has been broadened to include any white woman who tries to bully other people of any race in public.

I honestly don't know if this sort of thing happens in other parts of the world. I'm curious to know if it does.
