Ive started calling people like that "Flying Monkeys" (like the monkey henchmen from the Wizard of Oz) because they're willing to carry the water of other peoples bad ideas with no thought of themselves or their own opinion. They're basically the villains mindless henchmen from every action movie.

Remember in the old Batman episodes where Joker always seemed to be surrounded by identically dressed goons whose job it seemed was to try to beat up Batman at the Joker's insistence. I used to always wonder what that type of job was like. Do they get paid? Is there health insurance? Sadly, the answer is probably no for both questions because my observation is that there's always someone willing to do other peoples dirty work with no reward of any kind to themselves.
