I don't know how much easier it is to be a predator in a small town than in a big city. On the one hand, people in small towns know who they are, but everyone refuse to speak on it, and as a predator, it's easier to establish a trustworthy reputation, where people won't believe it if someone does speak. The dynamics of a big city are different in that no one really knows who the predators are because everyone is a stranger.
