Do they not understand that poor people also have families? And that sometimes those family members are just well enough off to buy someone an occasional nice gift? No, I don’t imagine they think of poor people as having connections, or extended families, or even communities that help each other.

I mean well to do people insist they did everything alone, and never needed help, so they certainly can’t imagine others getting help, as evidenced by their advice to pull oneself up by one’s bootstraps.
