At the very least, it means they are selfish, or have lower standards of behavior than I do. They are willing to tolerate and/or walk pass serious character flaws to meet their own agenda, or because they think they'll derive some benefit from cozying up to such a person.

It's a lot easier to spout that kind of meaningless drivel when they are not one of the people on the receiving end of his follower's hatred and bigotry.

In other words, they may not be a dog, but they are willing to lie down with a flea-bitten, mangey, and disease riddled mongrel, even if the other people around them are allergic to dogs.
